Structure of the charter
The charter was adopted by the congress for the 2025 — 2028 term on 5 December 2025 and runs to 8 chapters and 27 articles.
- Chapter I — General provisions. Name and emblem; purpose; legal status and office; scope of activity; operating principles.
- Chapter II — Powers and duties. Fifteen rights and twenty-two obligations of the association.
- Chapter III — Members. Three membership classes, standards, rights, obligations, admission and withdrawal.
- Chapter IV — Organisation and operation. Congress, executive board, standing board, inspection board, chairman and vice-chairmen, subordinate bodies.
- Chapter V — Renaming, division, separation, merger, consolidation and dissolution.
- Chapter VI — Finance and assets. Sources of income, expenditure, management and use of finances and assets; accounting, audit and statistics.
- Chapter VII — Commendation and discipline.
- Chapter VIII — Implementation. Amendment of the charter and entry into force.
Legal basis
- Law on Organisation of Local Government, 16 June 2025.
- Decree 126/2024/NĐ-CP of 8 October 2024 on the organisation, operation and management of associations.
- Decision 1444/QĐ-UBND of 12 September 2025, converting mass organisations established in Binh Duong province, Ba Ria — Vung Tau province and the former Ho Chi Minh City into organisations of the new Ho Chi Minh City.
Reporting duties
Each year the association reports on its organisation and activity to the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Industry and Trade before 31 December. It must also report any change of chairman, vice-chairman, secretary general, executive, standing or inspection board member, any change of office, and any amendment to the charter.

The association's emblem is set out in Article 1(4) of the charter.
